        巴西国有能源巨头巴西国家石油公司（Petrobras）已与桑普拉能源（Sempra Energy）旗下桑普拉基础设施（Sempra Infrastructure）达成一份为期20年的液化天然气（LNG）长期购销协议，气源将来自后者正在美国得克萨斯州杰斐逊县开发建设的LNG项目。

        根据协议，桑普拉基础设施每年将向巴西国家石油公司供应约80万吨液化天然气，相关气源来自其在建的阿瑟港液化天然气二期项目（Port Arthur LNG Phase 2），该项目目前正在美国得克萨斯州杰斐逊县加紧建设。

        桑普拉基础设施首席执行官Justin Bird表示：“我们非常荣幸迎来巴西国家石油公司入局，这也是我司LNG客户矩阵中首家南美能源企业，是桑普拉基础设施LNG业务全球化布局的重要里程碑。”

        他表示：“本次长期购销协议的落地，标志着我们与全球头部能源企业建立深度战略合作，充分彰显桑普拉基础设施在为全球客户持续提供安全、稳定的美国气源方面的核心价值与行业地位。”

        阿瑟港液化天然气二期项目将配套建设2套液化装置，合计年产能约1300万吨。项目建成投产后，阿瑟港LNG项目总液化产能将在一期约1300万吨/年的基础上提升至最高约2600万吨/年。该二期项目已于2025年9月作出最终投资决定（FID），正式启动开发建设。

        目前，阿瑟港液化天然气一期项目（Port Arthur LNG Phase 1）同样处于建设阶段。其中，1号液化装置预计于2027年底前后投入商业运营，2号液化装置预计于2028年投入商业运营。二期项目的3号和4号液化装置预计分别于2030年和2031年投入商业运营。同时，项目后续扩建规划已进入早期开发阶段，具备持续扩容潜力。

        桑普拉能源表示：“阿瑟港LNG项目不仅具备规模化的液化产能优势，还依托优越区位，深度对接美国本土丰富天然气资源产区，配套完善的中游管网体系与可拓展的基础设施，保障气源供应稳定、输送高效。

        作为桑普拉基础设施双海岸战略（dual-coast strategy）的核心布局项目，阿瑟港LNG将持续扩大美国液化天然气出口能力，为大西洋、太平洋两大市场的全球客户提供安全、可靠的清洁能源供应。”

        与此同时，巴西国家石油公司正积极拓展其全球能源资产布局。近期，公司成功斩获科特迪瓦近海8个勘探区块，进一步扩充非洲海上油气资产版图，完善全球油气业务布局。

Brazil's state-owned energy giant Petrobras has struck a two-decade-long deal with Sempra Infrastructure, a subsidiary of Sempra, for the supply of liquefied natural gas (LNG) from a U.S. project under development in Jefferson County, Texas.

Sempra Infrastructure has signed a 20-year sales and purchase agreement (SPA) with Petrobras to supply approximately 0.8 million tonnes per annum (mtpa) of LNG, which will be sourced from the developer's contracted liquefaction capacity at the Port Arthur LNG Phase 2 project, currently under construction in Jefferson County, Texas.

Justin Bird, CEO of Sempra Infrastructure, commented: “We are pleased to welcome Petrobras as the first South American company in our LNG customer portfolio, marking an important milestone for Sempra Infrastructure's growing LNG business.

“This long-term agreement establishes a strategic relationship with one of the world's leading energy companies and underscores the important role Sempra Infrastructure plays in providing reliable and secure U.S. natural gas to a growing list of customers around the world.”  

With two liquefaction trains capable of producing around 13 mtpa of LNG, which will increase the total liquefaction capacity from about 13 mtpa for Phase 1 to up to approximately 26 mtpa, Port Arthur LNG Phase 2 reached a positive final investment decision in September 2025.

Port Arthur LNG Phase 1, which is also currently under construction, is anticipated to achieve commercial operations at or near the end of 2027 and in 2028 for trains 1 and 2, respectively.

On the other hand, Port Arthur LNG Phase 2 is expected to reach commercial operations in 2030 and 2031 for trains 3 and 4, respectively, while future phases are also in the early development stage.

Sempra emphasized: “Beyond its expanded liquefaction capacity, Port Arthur LNG will benefit from strategic access to abundant U.S. natural gas resource basins, robust midstream connectivity and scalable infrastructure.

“As a cornerstone of Sempra Infrastructure's dual-coast strategy, the Port Arthur LNG facility will play a critical role in expanding access to secure, reliable U.S. natural gas supplies for customers across both Atlantic and Pacific Basin markets.”

Petrobras is actively working on increasing its energy portfolio across multiple geographies, as demonstrated by its recent entry into eight blocks offshore Côte d’Ivoire.
